Overview of HOOPP Responsibilities for New Employers
While HOOPP handles most of the administrative workload associated with administering a defined benefit pension, participating employers have an important role to play in the day-to-day operation of the Plan at their organizations.
To administer HOOPP locally, employers must follow the policies and procedures outlined in legislation, the HOOPP Plan Text, the online HOOPP Administration Manual and other material released by HOOPP.
Specific responsibilities include:
- ensuring the accurate calculation and timely remittance of monthly employer and member contributions
- completing forms that trigger such events as a member's enrolment, retirement, or termination from the Plan.
- filing an annual member data collection report (MDC Reporter) and associated documentation, and providing reports on members receiving free accrual and members who made contributions to HOOPP's retirement compensation arrangement (RCA)
- acting as the front-line communicator with Plan members; answering member questions on HOOPP's features, policies, and rules
- distributing or making available member communications materials, including the quarterly newsletter Pension Update
- ensuring part-time workers who meet HOOPP's eligibility requirements are advised that they qualify to join the Plan

HOOPP Administration Manual
This online admin manual, provides the detailed information employers need to handle HOOPP-related duties at the local level. Admin manual contacts are alerted by broadcast e-mail when manual copy has been updated.
The online version of this manual is the most current edition available. (A paper version was discontinued in 2002.)
Broadcast e-mail and other employer mailings
HOOPP uses several channels to get information to employers, including broadcast e-mails, hard copy mailings, the electronic newsletter Primer, and postings on this website.
An index provides a directory of all communications to employers, indicating what was sent (including a link to the content of the communication), when it was sent, how it was distributed, and who it was sent to, by contact type.
Primer
The Primer newsletter, distributed electronically four times a year, is designed for individuals who handle HOOPP-related administrative duties. It provides news about Plan changes and amendments, as well as administrative tips.
Annual Report
The HOOPP Annual Report is an online publication that details HOOPP's annual business operations and financial results.
HOOPP website
HOOPP's website contains administrative news for employers, copies of most HOOPP business forms, a summary of the Plan's features for members and pensioners, investment and funding information, and corporate information about HOOPP. It also features a pension calculator, PA calculator and links to a retirement income calculator.
Personal training by HOOPP staff
At least once a year, individuals at a HOOPP employer who handle Plan-related administrative duties are visited by their regional representative. Individuals who are new in their position, or in need of assistance, can request additional visits.
Employer seminars
HOOPP staff periodically hold employer seminars at locations across the province. These sessions enable employers in a geographic area to review Plan administrative procedures and receive information on any new Plan provisions or government requirements. They also provide employers with an opportunity to meet key HOOPP contacts.
MDC Reporter
There's plenty of help with the annual MDC Reporter process. In addition to a printed guide you'll get with the software, there's a help desk as well as a special MDC Resource Centre section of hoopp.com that is activated during the MDC reporting season.
